Update 01/04/2023: A few updates

Just some fixes I've noticed after all the changes in the previous update,
primarily around Attuned Signature Spells.

Rulebook 0.11.1

• Fixed Attuned Signature Spell
  (more of clarified it, the way it's currently worded can be confusing with the new way Concepts are handled)
• Removed Multi-concept Spells
• Swapped Unlock of Commands and the first Signature Spell Upgrade
  • Commands now unlocked at Level 8, and Signature upgrade at 4

Spell Compendium 0.9.4

• Removed some Concepts
  • Area and Multi-target Mastery
  • Enchantment: Arcana and Permanence
